‘Towards Better Oral Health ‘ was a consultation document published in 2002 with a view to addressing the problems of poor oral health in Scotland, which were worse that the rest of mainland UK.
A year later a consultation on Modernising NHS Dental Services in Scotland was launched. These two consultation resulted in the 2005 Action Plan for Improving and modernising NHS Dental services.
